Daisy Walker - Working with what I have

Dream Diary is excellent for Daisy regardless of whether or not you have access to the upgrades. (In fact, the card is pretty good in general despite missing the upgrades -- it's just super good for Daisy, such that the upgrades actually lose a bit of functionality for her, funnily enough!)

I would also recommend running Research Librarian and Astounding Revelation to improve resource generation (note that Old Book of Lore can trigger Astounding Revelation, and Research Librarian is guaranteed to do so. No Stone Unturned could be reasonable for similar reasons.)

Reasonable cards to consider cutting: Medical Texts, Mind Over Matter, Fearless, Arcane Studies, a copy of Scroll of Prophecies. Medical Texts is normally terrible, but can actually be okay in Daisy due to the bonus action, depending on what your team needs (you did not specify whether solo or multiplayer/two-handed, but Daisy is more of a support investigator). Research Librarian is doubly-useful with niche Tomes, since you can play a single copy of the Tome and yet still have good access to it.

Unless you're playing with someone else's scenarios, the most important packs to get are the remaining two Carcosa packs or either pair of the remaining Dream-Quest/Web of Dreams packs, player cards be damned. (A Thousand Shapes of Horror + Point of No Return are probably the most available pair at the moment?)
