This is my drowned city Lucius deck focused on proc'ing his +2 success to evade mechanic.
While it would probably allow you to trigger Lucius ability, You have little to no investigate ability, using the encyclopedia would trigger an attack of opportunity on you if you have an enemy on you and if you don't, then you use an action to activate the book, engage an enemy and then evade, which is a waste of a turn since you only got 1 clue, didn't trigger Milan, so no resource. 3 action for 1 clue and exhausting an enemy is a bad tactic
