With your limited collection I'm assuming you're not playing with the Taboo list. If you are you will have to pick up Scavenging after the first scenerio.
This deck basically revolves around Scavenging to reuse Bandages and Schoffner's Catalogue. Dr. Milan Christopher is your economy card. He will likely give you more resources than you will ever spend. Other than that Minh like skills so I included a big pile of skills for your deck. It's pretty low to the ground and you'll likely want to pick up Higher Education(3) for something to do with all the resources you are building up.
