This description contains spoilers for cards released in the Lair of Dagon/Into the Maelstrom packs.

This deck abuses the new cards from Innsmouth in order to remove the 'draw encounter cards' step of the Mythos phase for as many turns in a row as possible. The core card here is "A Watchful Peace"- once we're online, we want to play this every turn. This has a more dramatic effect the more players you bring along with you, so the more the merrier. The missing cards for this list are 2 copies each of "A Watchful Peace (3)" and "Shrine of the Moirai (3)" (which have not been added to Arkhamdb yet), bringing the total xp cost up to 28.

Signum Crucis is very effective on Silas for generating bless tokens. Silas' investigator ability and our Grisly Totem allow us to play it twice per turn without ever discarding it. Combined with Drawing Thin and our naturally low intellect stat, we can generate a lot of tokens as long as there's locations to investigate. Spirit of Humanity and Predestined can make more tokens in a pinch, and Tempt Fate servers both this purpose and to cycle through our deck to put the combo together.

Once we have everything in play, we want to use our Resourceful and Shrine of the Moirai triggers exclusively to play A Watchful Peace as many times as possible. Shrine of the Moirai is unique, and since it attaches to your location I can't think of a way to force it out of play outside specific scenario mechanics, so we can't infinitely recur. Still, by my best estimate you can play A Watchful Peace a very respectable ten times in a row, potentially saving your team 40 encounter cards by having Silas draw a total of 3 of them spread out over several turns. And this is without drawing any elder signs to pull Resourceful back additional times.

These cards are pretty good.

Ancient Covenant can secure tests for your allies as well as sometimes make sure you don't overdraw on bless tokens and accidentally succeed tests you really needed to fail.
