Peter is the most important one while you don't have Charisma yet, he combo's very well with Meat Cleaver.
Fine Clothes is in the deck because it has both 1 health and 1 sanity and is an item. This means you can tank any kind of damage on it cheaply when you are low and get it back with Scavenging
Scavenging can also get back Talisman of Protection and Schoffner's Catalogue to pay for everything. In later upgrades it can also be used to get back Ice Pick to increase damage and clue getting potential.
