This deck is the fourth part of a two to four-deck combination, alongside a William Yorick deck, a Joe Diamond deck and a Diana Stanley deck; this is designed to be the last of the group. The underlying concept behind these decks is to use Riot Whistle to pass enemies back and forth, allowing the team to continue working to attack the scenario efficiently. In essence, instead of having to pause dealing with the scenario when an enemy appears, the decks use Riot Whistle at the end of their turns to take enemies from other investigators, so those investigators can take their own turns without attacks of opportunity.
Joe Diamond uses Pathfinder to move, and the other investigator(s) use Safeguard to follow him, allowing for efficient movement through the scenario and good use of support abilities while avoiding the risk of any one investigator getting caught on their own and ambushed. Since the investigators are ideally all going to be in the same location alongside enemies, everyone can use Scene of the Crime for maximum effect, and all investigators have On the Hunt to maximise enemy draw. 19 exp has been chosen as a good break-point, especially since this is more likely to be a fun one-time gimmick for a standalone scenario.
In a 4-player group, it's quite likely that there will eventually be too many enemies for Yorick to be able to slowly whittle them down in the Enemy Phase, so this Zoey deck is designed to single out and murder one enemy every round. It's a relatively straightforward Zoey deck at its core, making the best possible use of Machete since the group can perfectly adjust enemy engagement so she only ever has one enemy at a time.
The rest of her deck is built around that concept as well, with additional combat tricks and Practice Makes Perfect to get as much use of skills as possible. Stick to the Plan triggers Astounding Revelation and will be used to find Teamwork, Prepared for the Worst and Ever Vigilant. This deck is designed to accumulate a lot of resources, so Teamwork will enable it to pass out those resources to other players and keep the whole team operating at full power. It's likely that Kerosene will be usable whenever it's needed, giving Zoey something to do with spare actions, and can not only keep the investigators sane but also heal Yorick's Aquinnah.
From here, it could be upgraded with Grete Wagner (3), Safeguard (2), Keen Eye, Overpower (2), Vicious Blow (2), and Taunt (2/3) in place of Glory. If there are multiple enemies in play, the team can collaborate to engage them all and soften them up before Zoey takes her turn and plays Taunt (2) for a big card draw and resource swing. Of course, this could make Machete less useful, so it's important to be aware of enemy health totals and potentially have Yorick ready to go after her to engage any spare enemies back ready for the enemy phase.
While I think Zoey is probably best suited for this role, it could also be performed by another investigator such as Tommy Muldoon or Leo Anderson, who would also be a little better at doing some investigating from time to time.
