For the deckbuilding exercise on reddit.

  • What role is the deck? Clue gatherer, Fighter, Support, a little of everything?
    Fighter and Support.
  • How many players is this deck for?
This deck would work better the more players there are in the game.
  • Does the deck use a limited card pool (not everything released)? Whether it's because you don't own everything, or self imposed limitations.
Everything up to City of Archives not including Novellas. My self imposed banned list I use for a campaign I'm familiar with:
Dr. Milan Christopher, Higher Education, Machete, Strange Solution: Acidic Ichor, Peter Sylvestre (2), Key of Ys, Leo De Luca, and Delve Too Deep is restricted to classes that can take it without limiting their card pool.
  • If it's a multiplayer deck: Who would the deck like to be paired with? Which cards do you expect them to run that will help you specifically?
Anyone that can heal sanity would be helpful. Clue gatherers. So probably any seeker running Logical Reasoning.
  • What is your Mulligan strategy?
By priority: The Chthonian Stone then Painkillers or Forbidden Knowledge then Shrivelling or Mists of R'lyeh.
  • Are there any treachery cards you're particularly wary of?
    Nothing too common.
  • What is your upgrade path? Priorities in general, priorities to get before a specific scenario?
Fearless is high priority, as it helps us heal sanity and therefore deal more damage. Time Warp can prevent The Chthonian Stone from bouncing back. And then of course Shrivelling and at the end of the campaign, Shrivelling.

Card choices:
The idea of the deck is to lean heavily on testless damage from Agnes' ability. We also take advantage of the fact we're avoiding skill tests by playing The Chthonian Stone to help our partners, since it only bounces back if we pull tentacles.
David Renfield is a will boost, a money generator and a damage soak for our Smoking Pipe to allow us to heal damage. We have both Smoking Pipe and Painkillers to help us get rid of him when he has too much doom.
Perseverance is basically a Guts you can play if you need it, which is better in my opinion than the card draw.
Take Heart to turn skill tests we don't have to beat into wins. | Drawn to the Flame for testless clues.
Premonition can help us avoid bouncing the The Chthonian Stone if we see tentacles. And it also works with Take Heart if we see a high negative modifier token, we can do a meaningless test and get a bonus for it. We can also let another investigator do the test and give them the cards and money.
Mists of R'lyeh I'm not yet sure about, but it seems useful to me. Ever since I've played Forgotten Age, I've warmed up to the idea of evading some enemies.

That's pretty much it.

Premonition won't help you with The C'Thonian Stone. You still reveal the token. You can't get it out of the way (unless you reveal it with something like Grotesque Statue).

The Chthonian Stone only bounces if you reveal a tentacle during a skill test.
Meaning if I reveal it with Premonition it doesn't bounce back yet, only when I make a skill test. I can avoid doing that by not taking a test action, or if I had Hypnotic Gaze I can use it to get rid of the token.
I like to play Premonition at the end of the mythos phase, or beginning of the investigators phase before who plays first is chosen (I hope this is legal), then if there is a tentacles token let someone else play before me.

Man, the Cthonian Stone seals a token. If you reveal a tentacle with Premonition, having someone else to make testless actions in order to not make it bounce back, means that the Cthonian Stone doesn't do anything at that point anyway. So it's totally meaningless to play it for that purpose. Avoiding the bounce-back through Premonition would require you to combine it with Hypnotic Gaze (as you mentioned), Recharge, Olive McBride, or Grotesque Statue.

And btw, Yes. Playing Premonition before an investigator's first turn is legal.

The Chthonian Stone only bounces if the owner reveals tentacles during the test. If other people reveal tentacles during a test it doesn't bounce back. Agnes will try and do testless actions. If Premonition reveals tentacles someone else can do a test to get rid of it without the The Chthonian Stone bouncing. If they are in the same location as you, you can even give them Take Heart so the action won't be wasted.

Anyway, this is all nice in theory, I've yet to reveal tentacles with Premonition.

Well, it seems I've been missing this detail. Sounds like a plan then!! And yeah, it can be a long way before you actually pull a tentacle with Premonition, I'll have to agree with that!!
